Refuse and Recycling
New Residential Solid Waste Program In Effect August 1, 2012
Contract will Introduce New Services and Adjusted Rates for Residents
At the June 25, Village Board Meeting, the Village Board approved a new Residential Solid Waste Program with Republic Services (Allied Waste).  The contract will go into effect on August 1, 2012.  Approval of this contract followed a competitve request for proposal process in which Republic Services submitted the lowest service prices.

Here are some highlights of the new contract:
-Single day collection on Monday
-Unlimited collection eventt biannually (Clean Sweep)
-Weekly yard waste collection with stickers (April - November)
-Monthly branch and brush collection (May - October)
-Use of current refuse and recycling carts

In addition to these continued services, the contract will also offer a NEW leaf sticker for $1.50 providing a reduced rate in October and November. This sticker will only be available for use with a 33 gallon kraft paper bag (leaves can also continue to be disposed of with yard waste stickers and reusable containers April - November).

Adjusted Rate Structure
As part of the new contract, refuse rates will be adjusted starting with the August Village Services Bill.  Rates for these services include a base rate for refuse and recycling removal, and supplemental costs for other program services such as branch and brush, clean sweep and administration.  The supplemental fees beginning with the August bill also include a new allocation for the replacement of refuse and recycling toters, a revised administrative cost, and a recycling credit.  A detailed breakdown of these rates can be found below.

NEW Recycling Credit Offered to Residents
As an incentive to continue to recycle, the Village will now be providing a monthly CREDIT to each account based on recycling revenues received by the Village in the previous year. Beginning August 2012 through July 2013, this credit will be $2.15. The rates below have been adjusted to reflect this credit amount. This credit will be adjusted on an annual basis depending on the level of recycling and revenues received by the Village.

General Refuse and Recycling Collection Information

Weekly refuse/recycling collections occur on Mondays (or Tuesday, if Monday is a holiday) and allows for unlimited amounts of recyclables and one wheeled refuse cart per week without a sticker. 

Village ordinance prohibits residents from putting garbage and/or refuse out at the curb before 4:30 p.m. on the day before Monday's refuse collection. To ensure refuse is picked up, it must be at the curb by 7 a.m. on the collection day (6 a.m. if you are in a construction zone). Refuse carts must be removed from the curb within 24 hours after pickup. If your refuse cart was out by 7 a.m. on the collection day and your pickup is missed or you wish to arrange for a special pickup, please contact the refuse hauler, Republic Services (Allied Waste), at 630-469-1036.

Refuse
Refuse carts are available in 35, 65, and 95 gallon sizes. While your wheeled refuse cart is paid through your monthly Village water bill, any additional refuse containers must be stickered. Resident costs are based on the size of the cart selected.  Rear door collection is also available for an additional monthly charge. Senior citizens enjoy discounted monthly rates for curbside pick-up or rear door service for 35 gallon wheeled carts.

Recycling
Recycling carts are available in 35 or 65 gallon sizes.  Recycling can be comingled within the cart and should be left at your curbside with your regular refuse.  Recycling is a FREE service, and the Village encourages residents to recycle as much as possible as the Village receives revenues from the sale of recycables.  New this year, the Village will be rebating recycling revenues on a monthly basis to all accounts.  The credit for August 2012 to July 2013 is $2.15.

Most items are recycable within the Village's Recycling Collection. Recycling can be co-mingled.   Please see the list below for recyclable and non-recyclable items:

  • Plastics #1 through #5, and #6 (except foamed polystyrene) (including plastic rings, juice boxes, milk and juice cartons)
  • Newspaper and mixed paper
  • Recyclable paperboard items (food boxes, etc.)
  • Corrugated cardboard (no larger than 3-feet square)
Non Recyclable:
  • Plastic Bags
  • Packing Material/Packing Peanuts
  • Non-Rinsed Containers with Food Residue
  • Crystal
  • Ceramics
  • Light Bulbs
  • Foamed Polystrene (Styrofoam)
  • Glass (except recyclable glass bottles and jars)
Refuse and Recycling Cart Information and Size Exchange

Refuse and recycling carts are the property of the Village of Glen Ellyn and should be left at your house if you move.  The carts assigned to your home must be used as your primary refuse container, however you can request a different cart size should your needs change.  To request a different cart size, please contact the Cashier's Office at 630-547-5235.  Please note there is a $16.50 delivery fee to change your cart size.

Electronics Landfill Ban

As of January 1, 2012, it is illegal to dispose of closed electronic devices with regular residential refuse. The Village will be holding quarterly electronics recycling events to provide residents with an opportunity to dispose of unwanted electronics. Information about these events can be found here.
 
Where to Purchase Refuse, Yard Waste and Leaf Stickers
Refuse, yard waste and leaf stickers can be purchased from the Cashier’s Office or the Police Department in the Civic Center, which is open 24 hours. Stickers are also sold at the locations shown below. Refuse and yard waste stickers cost $2.35, while leaf stickers cost $1.50.

Leaf Sticker Regulations
Beginning with the new contract on August 1, 2012, residents will have the option to purchase leaf stickers for $1.50.  These stickers may only be purchased and used during the months of October and November.  Additionally, residents must use a 33-gallon kraft paper bag with leaf stickers (reusable containers with leaf stickers will not be permitted).  Leaves can also continue to be disposed of with yard waste stickers as well.

Refuse/Recycling Collection Holiday Schedule
Refuse and recycling collection will not occur when the holidays listed below fall on a Monday. Collection will occur on the Tuesday following the holiday.
