The Village enforces codes and ordinances to protect the public safety, health and welfare of people and property in Glen Ellyn.

Some of the Village’s Code Enforcement activities include:
•   Investigating complaints related to building codes and zoning ordinances
•   Notifying owners when their property does not meet the Village Code or other adopted codes
•   When violations are found, working with property owners to ensure that appropriate corrections are implemented
•   As a last resort, if corrections are not completed, citations may be issued requiring the owner to appear at an Administrative Adjudication hearing

Administrative Adjudication

The Village of Glen Ellyn’s Administrative Adjudication process addresses a wide range of non-compliance issues involving violations of the Village Codes and Ordinances. Code Enforcement citations issued by the Village were previously heard in the DuPage County Circuit Court. In 2017, the Village adopted a process to handle code enforcement violations through an Administrative Adjudication process overseen by an Administrative Adjudication Hearing Officer.

By conducting these hearings at the Civic Center it expedites resolution, reduces litigation expense and provides a local forum for hearing civil court violations.  An administrative hearing is a civil not a criminal proceeding. Cases are punishable by fines and penalties that are listed in the Village Code.
Typical cases include but are not limited to:

  • Work without a permit
  • Work exceeding the scope of a permit
  • Property Maintenance violations
  • Building Code Violations
  • Zoning Code Violations
  • Fire Code violations
  • Adopted Code Violations

Permitted Construction Hours

Monday-Saturdays:  Construction, demolition, excavation, grading, deliveries, hauling, loading, staging, operating portable engines and other construction or property maintenance related work activities on the site may only be completed between the hours of 7:00 a.m. to 7:00 p.m.

 

Sundays:  Construction, demolition, excavation, grading, deliveries, hauling, loading, staging, operating portable engines and other construction or property maintenance related work activities on the site may only be completed between the hours of 8:00 a.m. to 5:00 p.m.

The following activities are exempt from noise level regulations: church bells, safety signals, warning devices, aircraft and railroads, snow plowing, mosquito abatement, and noises not directly under control of the property owner.
