Ethics Policy
In FY10/11 the Village of Glen Ellyn adopted Ordinance 5921 which established standards for ethical conduct by Village employees and a process for which to review and act upon alleged ethical violations. Each fiscal year, the Village's Ethics Officer prepares an annual report summarizing activities dealt with in this regard.

Freedom of Information Act (FOIA Request)
The Freedom of Information Act (FOIA) is intended to open the government to all citizens by guaranteeing access to governmental records in whatever form they are maintained.  FOIA maintains a clear preference for access to public documents while still protecting legitimate governmental interests and the privacy rights of individual citizens.

Taxes and Fees
The Village collects and administers a variety of locally imposed taxes to fund services that are provided to residents and businesses.  The Village imposes a tax on real estate transfers, and telecommunications.  The Village also imposes a 1% home rule sales tax on the purchase of general merchandise (excluding groceries and licensed vehicles).  The home rule sales tax is collected by the Illinois Department of Revenue and remitted to the Village.  For a list of all permit and license fees, please visit Section 4-1-4 of the Village Code. A list of all the rates for locally imposed taxes are as follows:
  • Hotel and Motel Tax – 5% of gross receipts
  • Demolition Tax – $550
  • Real Estate Transfer Tax - $3 per thousand
  • Sales Tax – 8.00%
  • Telecommunications Tax – 6%
  • Auto Lease Tax – 1%
  • Property Tax - .5681 of Property Equalized Valuation (2014)
The sales tax rate for purchases in Glen Ellyn depends on the type of item purchased, but the common transaction types are listed below. Of this rate, the Village only receives a small percentage. Dupage County
General Merchandise         8.00%
Food and Drug                   1.75%
Licensed Vehicles               7.00%
