Downtown Strategic Plan

The Downtown Strategic Plan, adopted on October 26, 2009, articulates the community’s vision for the Downtown and contains a 10 to 20-year implementation strategy for achieving that vision. The goal of the Plan is to Create an economically-viable Downtown that is attractive to citizens and businesses, by completing the following:

  • Create new Downtown amenities, such as increasing recreation and parkland opportunities
  • Establish a distinguishing feature in the downtown that differentiates Glen Ellyn’s Downtown from other communities’ downtowns
  • Improve the conditions of many Downtown buildings through upgrading and modernizing building interiors and maintaining or restoring building exteriors
  • Improve the sufficiency and convenience of the Downtown parking supply north and south of the railroad tracks
  • Increase the amount of Downtown office space to attract businesses
  • Increase the Village’s population within walking distance of the Downtown
  • Provide an appropriate mix and supply of retail establishments that draw consumers to the Downtown

Implementation

Since the Plan’s adoption in 2009, the Village has been working to implement many of the recommendations in the Plan. To date, the Village has worked to create a new downtown organization the Alliance of Downtown Glen Ellyn, completed a Two-Way Traffic Study (PDF), brought the Village’s Façade and Downtown Interior Grant Programs in-house and established a Tax Increment Financing (TIF) District, among other things.
